October 11th, 1938.

We furnished the 1st general report on the 12th ult.

We first decided to complete the matter in question in the

2nd month, but the traitor in question in heavily guarded.

We beg to report the following:-

(1) We have sent comrade MA to mingle into the Bureau as a

"tea boy". The gist of his report is as follows:-

(A) When he (traitor ?) goes to the Bureau, the Police

Dept. is informed, and precautions taken. When

he leaves for his residence the same measure is

taken. There is no fixed time. It is not

uncommon for him to visit the Bureau once in two

months.

When he is about to enter the Bureau armed guards

are posted in the entrance, and nobody is allowed

to enter or leave the Bureau.

(c)

He has a separate lift which nobody is allowed to

use.

(D)

All the important officers inside the Bureau put

their loaded revolvers on the desk.

(2) We have sent comrade SUN to make acquaintance with

YIP, the departmental head, and his son. YIP is an

intimate friend of SIU. We hope to obtain SIU's

secret residence from YIP. SUN's report is as follows:-

(A) Each day at 3 p.m. documents of the Bureau are

sent by special car to his residence for him to

see and have seals affixed. They are returned to

the Bureau at 5 o'clock.

His brothers contact others first as regards all

important business. He himself never appears.

He himself has got a secret room, which he enters!

or leaves after 1 a.m. during the curfew hours

imposed by the Police Department, and when the

roads are deserted.
